RESOLUTION

dated April 21, 2022 No. 721

MOSCOW

On the introduction of amendments to certain acts of the Government of the Russian Federation and the invalidation of certain provisions of certain acts of the Government of the Russian Federation

The Government of the Russian Federation decides:

1. Approve the attached changes that are made to the acts of the Government of the Russian Federation.

2. Recognize as invalid:

paragraphs 5 and 6 of the methodology for distributing subventions from the federal budget between the budgets of the constituent entities of the Russian Federation and the budget of the city of Baikonur for the exercise of powers for state registration of acts of civil status, approved by Decree of the Government of the Russian Federation dated August 21, 2006 No. 513 "On approval of the methodology for distributing subventions from of the federal budget between the budgets of the constituent entities of the Russian Federation and the budget of the city of Baikonur for the exercise of powers for state registration of acts of civil status "(Collected Legislation of the Russian Federation, 2006, No. 35, Art. 3761; 2007, No. 48, Art. 6000; 2017, No. 2 , article 363; 2019, No. 49, article 7150);

paragraph 2 of the changes that are being made to the methodology for distributing subventions from the federal budget between the budgets of the constituent entities of the Russian Federation and the budget of the city of Baikonur for the exercise of powers for state registration of acts of civil status, approved by Decree of the Government of the Russian Federation of December 4, 2019 No. 1589 "On amendments to the methodology for distributing subventions from the federal budget between the budgets of the constituent entities of the Russian Federation and the budget of the city of Baikonur for the exercise of powers for state registration of acts of civil status "(Collected Legislation of the Russian Federation, 2019, No. 49, Article 7150), in terms of supplementing this methodology points 5 and 6.

CHANGES that
are introduced into the acts of the Government of the Russian Federation

1. Clause 8 1 of the Rules for the provision of subventions from the federal budget to the budgets of the constituent entities of the Russian Federation and the budget of the city of Baikonur for the implementation of federal powers for state registration of acts of civil status, approved by Decree of the Government of the Russian Federation dated March 28, 2005 No. 159 "On approval of the Rules for the provision of subventions from the federal budget to the budgets of the constituent entities of the Russian Federation and the budget of the city of Baikonur for the implementation of federal powers for the state registration of acts of civil status "(Collected Legislation of the Russian Federation, 2005, No. 14, Art. 1241; 2009, No. 6, Art. 737; 2011, No. 34, article 4970; 2017, No. 12, article 1727), shall be amended as follows:

"8 1. In order to control the use of subventions by the constituent entities of the Russian Federation and the city of Baikonur, the following target indicators of the effectiveness of the activities of state authorities of the constituent entities of the Russian Federation and the administration of the city of Baikonur in the exercise of delegated powers for state registration of acts of civil status are established:

a) the number of registered acts of civil status;

b) the number of committed legally significant actions;

c) the share of orders to eliminate violations of the legislation of the Russian Federation, made by the territorial bodies of the Ministry of Justice of the Russian Federation, in the total number of inspections carried out during the reporting period;

d) the level of satisfaction of the population with services in the field of state registration of acts of civil status (percentage of the number of respondents).

2. Paragraphs one and two of clause 7 of the methodology for distributing subventions from the federal budget between the budgets of the constituent entities of the Russian Federation and the budget of the city of Baikonur for the exercise of powers for state registration of acts of civil status, approved by Decree of the Government of the Russian Federation dated August 21, 2006 No. 513 "On approval methodology for the distribution of subventions from the federal budget between the budgets of the constituent entities of the Russian Federation and the budget of the city of Baikonur for the exercise of powers for state registration of acts of civil status "(Sobraniye Zakonodatelstva Rossiyskoy Federatsii, 2006, No. 35, Art. 3761; 2007, No. 48, Art. 6000; 2017, No. 2, Article 363; 2019, No. 49, Article 7150), shall be amended as follows:

"7. The amount of the subvention for the exercise of powers for the state registration of acts of civil status, allocated to the budget of the subject of the Russian Federation and the budget of the city of Baikonur, (V subi ) is determined by the formula:

3. In the target performance indicators of the activities of state authorities of the constituent entities of the Russian Federation and the administration of the city of Baikonur in the implementation of the powers of the Russian Federation transferred to them, the fulfillment of which causes expenditure obligations of the constituent entities of the Russian Federation and the city of Baikonur, for the execution of which subventions are provided that form a single subvention to the budgets subjects of the Russian Federation and the city of Baikonur, approved by the order of the Government of the Russian Federation dated December 3, 2013 No. 2256-r(Sobraniye zakonodatelstva Rossiyskoy Federatsii, 2013, No. 49, Art. 6503; 2017, No. 28, Art. 4176), position regarding subventions from the federal budget to the budgets of the constituent entities of the Russian Federation and the budget of the city of Baikonur for the implementation of the subjects of the Russian Federation transferred to state authorities and the administration of the city of Baikonur, in accordance with paragraph 1 of Article 4 of the Federal Law "On acts of civil status" of the powers of the Russian Federation for state registration of acts of civil status, shall be stated as follows:
