Among the priority areas of digitalization of agriculture are the following:

creation of publicly available digital agro-climatic maps and information systems, including soil maps;

digital support for land use systems in the North Caucasus Federal District;

digital consulting services for small and medium businesses (applications, websites, platforms);

reporting in digital form, providing state support to small farms and cooperatives.

To implement priority areas, the tools of the national program "Digital Economy of the Russian Federation", as well as systemic measures to support business in the implementation of private projects, can be involved.

 

Ensuring environmental safety

 

Ensuring environmental safety in the North Caucasus Federal District is an absolute priority, since it not only affects the quality of life of the population, but also provides significant competitive advantages for the development of tourism, the agro-industrial complex, and medical services.

The strategy is part of the regulatory legal support for the implementation of the national action plan for the first stage of adaptation to climate change for the period up to 2022, approved by the Decree of the Government of the Russian Federation of December 25, 2019 No. 3183-r (hereinafter referred to as the National Plan), including it provides a solution the task set by the National Plan for planning measures for adapting the Russian Federation to climate change.

To ensure a high level of environmental safety, it is necessary to implement measures in the following priority areas:

reduction of air pollution from mobile sources of emissions (primarily in the urban agglomerations of Makhachkala, Stavropol, Vladikavkaz, recreational areas);

state support for the development of gas transportation infrastructure, as well as stimulating the transition of vehicles to gas motor fuel;

tightening control over emissions of pollutants by industrial enterprises, as well as financial incentives for enterprises to improve production technology and qualitatively modernize treatment facilities;

improvement of the ecological situation in the basin of the Terek River and the coastal waters of the Caspian Sea;

development of a waste disposal management system, primarily in resort areas, including the construction of waste processing plants and ecotechnoparks;

effective functioning and development of an integrated system of municipal solid waste management, allowing to achieve the values of indicators of the national development goals of the Russian Federation, defined in the Decree of the President of the Russian Federation of July 21, 2020 No. 474 "On the national development goals of the Russian Federation for the period up to 2030";

formation of a system for the separate accumulation and collection of waste, including municipal solid waste, in the territories of the constituent entities of the Russian Federation that are part of the North Caucasus Federal District, conducting information and educational work among the population regarding the separate accumulation and collection of waste;

liquidation of the accumulated harm to the environment, including within the framework of the federal project "Clean Country" of the national project "Ecology";

ensuring engineering protection of settlements, economic facilities from floods and other negative impacts of water;

improving forest management and afforestation systems, taking measures to reduce forest losses from fires, diseases and pests, enhance the protection of forest resources, restore, regenerate forests and increase their productivity, as well as preserve suburban forests;

introduction and application of low-waste and resource-saving technologies and equipment;

strengthening the protection and development of the system of specially protected natural areas of regional and local significance in strict accordance with their intended purpose;

formation and provision of sustainable functioning of systems of specially protected natural areas in order to preserve biological and landscape diversity;

prevention of uncontrolled spread of invasive species of animals, plants and microorganisms on the territory of the district;

conservation of biological diversity, including rare and endangered species of plants, animals and other organisms, their habitats, including through the implementation of programs for the conservation and restoration of individual rare and endangered animals and plants.

Important measures aimed at both improving the environmental situation and stimulating the sustainable development of the North Caucasus Federal District in the medium term include:

creation and maintenance of a modern digital information and analytical system of state environmental monitoring for the main subsystems to ensure the forecasting of the environmental situation in the North Caucasus Federal District and the development of management decisions, the creation (in the Republic of Ingushetia) and improvement (in all other regions) of regional environmental monitoring systems, first of all, air quality and surface water quality monitoring, integrated into the state environmental monitoring system;

development and implementation on the basis of leading research organizations and higher educational institutions of the North Caucasus Federal District of regional integrated research and monitoring programs in the field of forecasting environmental threats;

cadastral registration (if not available) and subsequent restoration of the system of protective forest belts on agricultural land (using the best practices already implemented in the Stavropol Territory);

preservation and conservation of unique ecosystems in the district;

recreational arrangement and creation of infrastructure for weekend recreation and ecological tourism within the boundaries and buffer zones of federal and regional specially protected natural areas, on forest fund lands, taking into account existing legal restrictions.

Long-term measures, the implementation of which can take place during the entire life of the Strategy, include activities such as:

landscape-ecological adaptation of farming systems to climate change;

creation of suburban green belts and restoration of green spaces in major cities;

development of a system of field-protective afforestation and assistance in the creation of field-protective forest belts;

implementation of environmental education programs and projects aimed at protecting the environment and solving all-Russian and regional environmental problems;

construction of ecoducts and other elements that ensure the unimpeded movement of animals, including especially valuable, rare and endangered animals listed in the Red Book of the Russian Federation;

implementation of measures to develop infrastructure that ensures the protection of settlements, transport and energy infrastructure facilities, tourist complexes located in mountainous areas from landslide processes, mudflows and avalanches.

Measures to develop communal and transport infrastructure will have a significant impact on the implementation of priority areas for ensuring environmental safety.

These measures comply with the principles of planning measures for adapting the Russian Federation to climate change, established by the National Plan, and provide scientific support for the development and adoption of decisions by the subjects of state administration and economic activity aimed at increasing the level of environmental safety, provide for measures to increase the level of security of the individual, society and states from the consequences of climate change, also aimed at reducing economic damage due to natural hazards.

The main instrument for the implementation of priority areas are the measures of the national project "Ecology", as well as projects and programs implemented by the constituent entities of the Russian Federation in the territory of the North Caucasus Federal District. An important tool for ensuring environmental safety should be the implementation of comprehensive plans for the development of the communal infrastructure of the constituent entities of the Russian Federation that are part of the North Caucasian Federal District, in particular, the development of programs that contribute to the improvement of the Terek River basin and the coastal waters of the Caspian Sea. The implementation of long-term measures will require significant capital expenditures, for which it is necessary to consider the possibility of allocating additional funding after a detailed scientific justification.

 

5. Shaping a balanced spatial development

 

In accordance with the Strategy for Spatial Development of the Russian Federation until 2025, approved by the Decree of the Government of the Russian Federation dated February 13, 2019 No. 207-r, all territories of the constituent entities of the Russian Federation that are part of the North Caucasian Federal District are geostrategic. The priority direction is the formation of sustainable and balanced spatial development of the North Caucasus Federal District. As part of the implementation of national priorities for spatial development, it is necessary to stimulate the reduction of interregional differences in the level and quality of life of the population, accelerate the pace of economic growth and technological development, and ensure the national security of the country. In order to implement these priority areas in the North Caucasus Federal District, it is necessary to ensure:
