RESOLUTION

April 14, 2022 No. 659

MOSCOW

On approval of the norms and rules for providing food and accommodation for students at the expense of the federal budget allocations in specialized structural units with the name "specialized educational and scientific center", created in federal state educational organizations of higher education, the list of which is approved by the Government of the Russian Federation

In accordance with Part 6 of Article 77 of the Federal Law "On Education in the Russian Federation", the Government of the Russian Federation decides:

1. Approve the attached:

norms for providing food and accommodation for students at the expense of budgetary appropriations of the federal budget in specialized structural units with the name "specialized educational and scientific center" created in federal state educational organizations of higher education, the list of which is approved by the Government of the Russian Federation;

Rules for providing, at the expense of federal budget allocations, food and accommodation for students in specialized structural units with the name "specialized educational and scientific center", created in federal state educational organizations of higher education, the list of which is approved by the Government of the Russian Federation.

2. Establish that the norms and Rules approved by this resolution are applied in determining the amount of subsidies provided to budgetary and autonomous institutions for financial support for the fulfillment of the state task for the provision of public services (performance of work).

NORMS
for providing food and accommodation for students at the expense of the federal budget allocations in specialized structural units with the name "specialized educational and scientific center", created in federal state educational organizations of higher education, the list of which is approved by the Government of the Russian Federation

1 Subject to indexation based on the forecast level of inflation specified in the unified methodology, which provides for the adjustment of federal budget allocations approved by the federal law on the federal budget for the current financial year and planned period for the planned period, taking into account changes in the parameters of the forecast for the socio-economic development of the Russian Federation adopted in the current financial year of changes to the federal law on the federal budget for the current financial year and planning period, changes made in the current financial year to the consolidated budget breakdown of the federal budget, and other factors established by the methodology,as well as the calculation of the volume of federal budget appropriations for the second year of the planning period by bringing the basic budget appropriations of the first year of the planning period into the conditions of this year, based on the fact that the total volume of the base budget appropriations does not exceed the total volume of federal budget expenditures provided for in the second year of the planning period, excluding conditionally approved expenses.

2   Determined in accordance with the requirements established by regulatory legal acts of the Russian Federation, which provide for sanitary rules and norms, as well as on the basis of official statistical information compiled by the Federal State Statistics Service on average consumer prices for goods in the constituent entities of the Russian Federation.

RULES
for providing food and accommodation for students at the expense of federal budget allocations in specialized structural units with the name "specialized educational and scientific center" created in federal state educational organizations of higher education, the list of which is approved by the Government of the Russian Federation

1. These Rules establish the procedure for providing meals and accommodation at the expense of the federal budget for students in specialized structural units with the name "specialized educational and scientific center", created in federal state educational organizations of higher education, the list of which is approved by the Government of the Russian Federation (hereinafter, respectively - specialized educational and scientific center, organization).

2. Students studying in specialized educational and scientific centers for educational programs of basic general and (or) secondary general education (hereinafter referred to as students) are provided with meals and accommodation by organizations in accordance with the standards approved by Decree of the Government of the Russian Federation dated April 14, 2022 No. 659 "On Approval norms and Rules for providing, at the expense of the budget allocations of the federal budget, food and accommodation for students in specialized structural units with the name "specialized educational and scientific center", created in federal state educational organizations of higher education, the list of which is approved by the Government of the Russian Federation.

3. Provision of food and accommodation for students is carried out in accordance with state sanitary and epidemiological rules and regulations.

4. Students are provided with food and accommodation from the day they are enrolled in a specialized educational and scientific center until the completion of the development of educational programs.

5. Upon termination of educational relations ahead of schedule due to the expulsion of students from a specialized educational and scientific center on the grounds provided for by the Federal Law "On Education in the Russian Federation" , the provision of meals and accommodation for students is terminated from the date of publication of the relevant local regulatory act of a specialized educational and scientific center .

6. During the holidays, students are not provided with meals.

7. The decision to provide meals and accommodation for students is drawn up by the relevant local regulatory act of a specialized educational and scientific center.

8. The diet and meal times are established by the daily routine for students, approved by the local regulatory act of the specialized educational and scientific center.

9. The amount of financial provision of meals and accommodation at the expense of the federal budget appropriations is calculated taking into account the norms for providing meals to students (living in a specialized educational center), the norms for providing meals to students (not living in a specialized educational center), and the norms for providing students with accommodation.
