18. The airline that has concluded the agreement submits reports in the Electronic Budget system on the achievement of the results of the subsidy provision on a quarterly basis (starting from the 3rd quarter of 2022), no later than the 25th day of the month following the reporting quarter, in the form determined by the standard form of agreement established by the Ministry of Finance of the Russian Federation.
19. The Federal Air Transport Agency takes into account the amount and timing of the transfer of subsidies when forming a forecast of cash payments from the federal budget, which is necessary for compiling, in the prescribed manner, a cash plan for the execution of the federal budget.
20. The Federal Air Transport Agency checks the airline's compliance with the conditions and procedure for granting subsidies, including in terms of achieving the result of granting a subsidy, and the state financial control authorities carry out checks in accordance with Articles 268 1 and 269 2 of the Budget Code of the Russian Federation .
21. In the event that, based on the results of inspections conducted by the Federal Air Transport Agency and the state financial control authority, facts of violation of the conditions established when granting a subsidy are established, as well as in case of failure to achieve the value of the result of granting a subsidy established by the agreement, the relevant funds are subject to return by the airline to the federal budget :
a) based on the request of the Federal Air Transport Agency - within 30 calendar days from the date of receipt of the said request;
b) based on the presentation and (or) instructions of the state financial control body - within the time limits established in accordance with the budget legislation of the Russian Federation.
22. The amount of funds to be returned in case of failure to achieve the value of the result of granting a subsidy (A) is calculated by the formula:
A = [(d - D) / (1 - D)] x V,
where:
d - the achieved value of the result of granting a subsidy in the corresponding financial year, in fractions of a unit;
D - the planned value of the result of granting a subsidy in the corresponding financial year, in fractions of a unit;
V is the amount of the granted subsidy.
23. The Federal Air Transport Agency monitors the achievement of the result of the provision of a subsidy, based on the achievement of the value of the result of the provision of a subsidy, determined by the agreement, and the events reflecting the completion of the relevant event to achieve the result of the provision of a subsidy (control point), in the manner and in the forms that are established Ministry of Finance of the Russian Federation.
