The objectives of the Program are:
elimination of disproportions in regional development, including the provision of the Republic of Crimea and the city of Sevastopol with social, transport and other infrastructure in order to ensure sustainable growth in the population of the Republic of Crimea and the city of Sevastopol at the level of 2549.4 thousand people in 2025;
the formation of an accessible and comfortable tourism infrastructure, allowing to receive 11,000 thousand people in the Republic of Crimea and the city of Sevastopol in 2025;
creation of a favorable investment climate on the territory of the Crimean peninsula, which ensures the attraction of investments in fixed assets in the amount of 142.9 thousand rubles per capita, and the attraction of investments of participants in the free economic zone in fixed assets in the amount of 71.4 million rubles per participant in the free economic zones by 2025.
The goals and objectives of the Program correspond to the Fundamentals of the State Policy of Regional Development of the Russian Federation for the period up to 2025, approved by Decree of the President of the Russian Federation dated January 16, 2017 No. 13 "On Approval of the Fundamentals of the State Policy of Regional Development of the Russian Federation for the Period until 2025", where in as one of the priority tasks for achieving the goals of the state policy of regional development is the infrastructure support for the spatial development of the economy and social sphere of the Russian Federation, Decrees of the President of the Russian Federation dated May 7, 2018 No. 204 "On the national goals and strategic objectives of the development of the Russian Federation for the period up to 2024 year", dated July 21, 2020 No. 474 "On the national development goals of the Russian Federation for the period up to 2030",as well as the National Security Strategy of the Russian Federation, approved by Decree of the President of the Russian Federation of July 2, 2021 No. 400 "On the National Security Strategy of the Russian Federation".
The expected results of the implementation of the state policy of regional development include the reduction of differences in the level and quality of life of citizens of the Russian Federation living in different regions, as well as in cities and rural areas, the reduction of differences in the level of socio-economic development of regions, the achievement of the necessary level of infrastructure provision of all populated areas Russian Federation.
III. Tasks of public administration and ensuring national security, ways to effectively solve them
To achieve the goal of the Program "Elimination of disproportions in regional development, including providing the Republic of Crimea and the city of Sevastopol with social, transport and other infrastructure in order to ensure sustainable growth in the population of the Republic of Crimea and the city of Sevastopol at the level of 2549.4 thousand people in 2025 year" provides for the solution of the following tasks:
development of the social sphere;
development of energy, transport and engineering infrastructure;
ensuring interethnic harmony.
To achieve the goal of "Formation of an accessible and comfortable tourism infrastructure that allows receiving 11,000 thousand tourists in the Republic of Crimea and the city of Sevastopol in 2025", it is planned to solve the problem of developing tourist and recreational potential.
To achieve the goal of "Creating a favorable investment climate on the territory of the Crimean Peninsula, ensuring the attraction of investments in fixed assets in the amount of 142.9 thousand rubles per capita and attracting investments of participants in the free economic zone in fixed capital in the amount of 71.4 million rubles per capita participant of the free economic zone by 2025" provides for the application and development of the mechanism of the free economic zone in the territories of the Republic of Crimea and the city of Sevastopol.
IV. Tasks defined in accordance with the national development goals of the Russian Federation
The program contributes to the solution of the following tasks of the national development goals of the Russian Federation, determined by Decree of the President of the Russian Federation of July 21, 2020 No. 474 "On the national development goals of the Russian Federation for the period up to 2030":
within the framework of the national goal "Opportunities for self-realization and development of talents" - the entry of the Russian Federation into the top 10 countries in the world in terms of the quality of general education, the formation of an effective system for identifying, supporting and developing abilities and talents in children and youth, based on the principles of justice, universality and aimed at self-determination and professional orientation of all students, an increase in the number of visits to cultural events by 3 times compared to 2019, the creation of conditions for the education of a harmoniously developed and socially responsible personality based on the spiritual and moral values of the peoples of the Russian Federation, historical and national cultural traditions ;
within the framework of the national goal "Preservation of the population, health and well-being of people" - ensuring sustainable growth in the population of the Russian Federation, increasing life expectancy to 78 years, reducing the poverty rate by 2 times compared to 2017, increasing the proportion of citizens systematically engaged in physical culture and sports, up to 70 percent;
within the framework of the national goal "Comfortable and safe environment for life" - improving the quality of the urban environment by one and a half times, ensuring the share of the road network in the largest urban agglomerations that meets regulatory requirements at a level of at least 85 percent, improving the living conditions of at least 5 million families annually and an increase in housing construction to at least 120 million square meters. meters per year;
within the framework of the national goal "Decent, efficient work and successful entrepreneurship" - a real increase in investment in fixed assets of at least 70 percent compared to 2020, an increase in the number of people employed in small and medium-sized businesses, including individual entrepreneurs and self-employed, up to 25 million . human.
V. Tasks to ensure the achievement of indicators of socio-economic development of the constituent entities of the Russian Federation that are part of the priority territories, the level of which should be above the average level for the Russian Federation
As a result of the implementation of the Program by 2025:
the population (average annual) of the Republic of Crimea and the city of Sevastopol will increase to 2549.4 thousand people by 2025;
the volume of investments in the fixed capital of the Republic of Crimea and the city of Sevastopol by 2025 will reach 142.9 thousand rubles per capita;
the unemployment rate of the population aged 15 and over will be reduced to 4.9 percent by 2025;
the number of tourists who visited the Republic of Crimea and the city of Sevastopol during 2019-2025 will be more than 60,000 thousand people;
specific capital investments made by the participants of the free economic zone in the territories of the Republic of Crimea and the city of Sevastopol will reach 71.4 million rubles by 2025 per one participant of the free economic zone.
The activities of the state authorities of the Republic of Crimea and the city of Sevastopol have a significant impact on the results of the Program implementation, including in terms of:
efficient and effective use of budgetary funds;
achievement of the established values of performance indicators for the use of subsidies and fulfillment of other obligations in accordance with agreements concluded with federal executive authorities;
development of proposals for the formation of the activities of the Program aimed at the socio-economic development of the Republic of Crimea and the city of Sevastopol, and the solution of specific problems in the relevant sectors of the economy and social sphere of these constituent entities of the Russian Federation.
The participation of the constituent entities of the Russian Federation in the implementation of the Program is envisaged as recipients of budgetary funds in the form of a subsidy for the implementation of activities, including the construction and reconstruction of facilities owned by the state (municipal) property of the Republic of Crimea and the city of Sevastopol.
Financing of the activities provided for by the federal project "Socio-economic development of the Republic of Crimea and the city of Sevastopol", which is the main tool for the implementation of the Program, is carried out at the expense of the federal budget, the budgets of the constituent entities of the Russian Federation and extra-budgetary sources.
The participation of the constituent entities of the Russian Federation in the implementation of the Program consists in the effective implementation of the activities of the specified federal project by the authorized state authorities of the Republic of Crimea and the city of Sevastopol.
The terms for the implementation of the Program activities are established by the plan for the implementation of the federal project "Socio-economic development of the Republic of Crimea and the city of Sevastopol".
In case of violation of the planned terms for putting the facility into operation established by the approved plan for the implementation of the Program's activities, the highest executive authorities of the Republic of Crimea and the city of Sevastopol submit to the Ministry of Economic Development of the Russian Federation information on officials of the executive authorities of the Republic of Crimea and the city of Sevastopol (responsible executors), who committed the said violation, and on the measures of disciplinary responsibility taken against such persons, with supporting documents attached.
The program assumes the use of federal budget funds for engineering surveys and (or) preparation of project documentation for capital construction projects, which are supposed to be financed by providing a subsidy from the federal budget to the budgets of the Republic of Crimea and the city of Sevastopol (including the purchase of a Russian Federation in the order of ready project documentation), conducting a state examination of project documentation and engineering survey results, verifying the reliability of determining the estimated cost of capital construction projects, including objects of regional and municipal property and objects of legal entities that are not state or municipal unitary enterprises.
The state authorities of the Republic of Crimea and the city of Sevastopol exercise the powers of the free economic zone management bodies, including acting as a party to agreements on the condition of the free economic zone.
Rules for the provision and distribution of subsidies from the federal budget to the budgets of the Republic of Crimea and the city of Sevastopol in order to co-finance expenditure obligations arising from the implementation of state programs of the Republic of Crimea and the city of Sevastopol, within the framework of the state program of the Russian Federation "Socio-economic development of the Republic of Crimea and the city of Sevastopol" " are given in Appendix No. 1.
The methodology for detailing the enlarged investment projects implemented within the framework of the state program of the Russian Federation "Socio-economic development of the Republic of Crimea and the city of Sevastopol" is given in Appendix No. 2.
