Article 11 (Expansion of Research Facilities, Etc.) (1) The Government shall, in order to efficiently promote nanotechnology R&D, formulate policies and measures to expand the facilities and equipment related to nanotechnology R&D, and implement them.
(2) The Government shall establish and operate the NanoFab Center as prescribed by Presidential Decree, to enable such functions as the joint utilization of R&D facilities and equipment related to nanotechnology by industries, academia and research circles, as well as the fostering of specialized human resources, the transformation of research results into practical use, and the support for start-up enterprises, etc.
(3) The Government shall develop a favorable environment centering on the area surrounding the NanoFab Center, for the nanotechnology-related laboratories and start-up enterprises using nanotechnology to move into.
Article 12 (Efforts to Put R&D Results into Practical Use)(1) The heads of central administrative agencies concerned shall formulate support policies and measures required for facilitating the developed nanotechnology into practical use, and execute them.
(2) Necessary matters concerning the details of support policies and measures shall be prescribed by Presidential Decree.
Article 13 (Research Institute Specialized in Nanotechnology) (1) In order to maintain and develop a close cooperative system among industries, academia and research circles, the Minister of Education, Science and Technology may, after consulting with the heads of the central administrative agencies concerned if necessary, establish or designate research institutes specializing in nanotechnology which will undertake the function of the focal point in nanotechnology R&D, as prescribed by Presidential Decree. <Amended Feb. 29, 2008>
(2) The Minister of Education, Science and Technology shall, when designating a research institution established under Article 8 of the Act on the Establishment, Operation and Fosterage of Government-Funded Research Institutions as the research institute specializing in nanotechnology as provided in paragraph (1), consult with the competent supervising agency in advance. <Amended Feb. 29, 2008>
(3) The Government may subsidize, wholly or partly, the costs required for operating the research institute specializing in nanotechnology established or designated under paragraph (1).
Article 14 (Building Technology Information System)(1) In order to efficiently support nanotechnology R&D and facilitate the provision, distribution, management and utilization of nanotechnology information, the Government shall establish measures falling under each of the following subparagraphs and execute them:
1. Collecting, analyzing and processing nanotechnology information, and building a database
2. Building and operating a nanotechnology information network;
3. Installing and operating a virtual-reality research office related to nanotechnology; and
4. Other matters related to nanotechnology information as prescribed by Presidential Decree.
(2) The Minister of Education, Science and Technology may, if necessary for the smooth implementationof the measures under paragraph (1), designate an institution specializing in nanotechnology information as prescribed by Presidential Decree. <Amended Feb. 29, 2008>
(3) The Minister of Education, Science and Technology shall, when designating a research institution established under Article 8 of the Act on the Establishment, Operation and Fosterage of Government-Funded Research Institutions as the institution specializing in nanotechnology information as provided in paragraph (2), consult with the competent supervising agency in advance. <Amended Feb. 29, 2008>
(4) The Minister of Education, Science and Technology may subsidize, wholly or partly, the costs required for operating the institution specializing in nanotechnology information as designated under paragraph (2). <Amended Feb. 29, 2008>
Article 15 (Establishment of Standard Measurement System)
In order to efficiently promote nanotechnology R&D and facilitate the practical use, etc. of research results, the Government shall establish the standard measurementsystem for the nanotechnology field in accordance with Article 19 (1) of the Framework Act on National Standards.
Article 16 (Development of Nanotechnology Research Complex) (1) The Government may support the development of a nanotechnology research complex, in order for industries, academia and research circles to enhance efficiency in nanotechnology R&D through mutual connection at a prescribed area, and to induce nanotechnology-intensive enterprises at home and abroad into the area or foster themin the respective area.
(2) The head of the central administrative agency concerned may subsidize, wholly or partly, thecosts required for the development project of a nanotechnology research complex which is managed by the local government.
(3) Necessary matters concerning the support for development of a nanotechnology research complex under paragraph (1) shall be prescribed by Presidential Decree.
Article 17 (Fosterage of Nonprofit Corporation, Etc.)(1) The Government shall foster nonprofit corporations or organizations that assist with the promotionand scientific activities of nanotechnology.
(2) The Government may contribute or subsidize, wholly or partly, the costs required for the activities of such nonprofit corporations or organizations under paragraph (1).
(3) Necessary matters concerning the scope of the corporation or organization to be fostered under paragraph (1), etc. shall be prescribed by Presidential Decree.
Article 18 (Reduction and Exemption of Taxes)
For the equipment, machinery and materials which are required for nanotechnology R&D activities and whose imports are deemed inevitable, their customs duties and value-added taxes may be reduced or exempted in accordance with the Restriction of Special Taxation Act.
Article 19 (Impact Assessment of Nanotechnology)
The Government shall assess the effects, etc. given by the advancement and industrialization of nanotechnology to the economy, society, culture, ethics and environment, beforehand as prescribed by Presidential Decree, and shall reflect the assessment result in formulating relevant policies.
