MOSCOW
On Amendments to Certain Acts of the Government of the Russian Federation
The Government of the Russian Federation decides:
1. Approve the attached changes that are made to the acts of the Government of the Russian Federation.
2. The Ministry of Finance of the Russian Federation, within two months after the creation of state corporations or state companies or the receipt by the Russian Federation of 100 percent of the shares of business entities, to make proposals in accordance with the established procedure for their inclusion:
in Appendix No. 1 to the methodological recommendations on the formation and application of key performance indicators for joint-stock companies whose shares are owned by the Russian Federation and individual non-profit organizations in order to determine the amount of remuneration for their management, approved by the order of the Government of the Russian Federation of December 28, 2020 . No. 3579-r ;
in the list of state corporations, state companies, business entities, the shares in the authorized capital of which are owned by the Russian Federation, in respect of which the Regulations on the conditions of remuneration of managers, their deputies, chief accountants and members of collegial executive bodies of state corporations, state companies, economic entities are applied companies whose shares in the authorized capital are owned by the Russian Federation, approved by Decree of the Government of the Russian Federation dated June 23, 2022 No. 1127"On the terms of remuneration for managers, their deputies, chief accountants and members of the collegial executive bodies of state corporations, state companies, business entities, shares in the authorized capital of which are owned by the Russian Federation."
3. This resolution comes into force from the day of its official publication.

that are introduced into the acts of the Government of the Russian Federation
1. In the guidelines for the formation and application of key performance indicators for joint-stock companies whose shares are owned by the Russian Federation and individual non-profit organizations in order to determine the amount of remuneration for their management, approved by Decree of the Government of the Russian Federation dated December 28, 2020 No. 3579 -r (Collected Legislation of the Russian Federation, 2021, No. 1, Art. 237; No. 51, Art. 8907; Official Internet Portal of Legal Information (www.pravo.gov.ru), 2022, October 27, No. 0001202210270023):
a) paragraph fifteen of clause 2 shall be stated as follows:
"functional key performance indicator" - an individual indicator set for officials of the management staff personally and taking into account the specifics of the areas of activity of organizations supervised by them, characterizing the result of the activities of officials of the management staff of organizations or the implementation of individual significant projects; ";
b) in Appendix No. 1 to the specified methodological recommendations:

2. Decree of the Government of the Russian Federation of June 23, 2022 No. 1127 "On the conditions of remuneration of managers, their deputies, chief accountants and members of collegial executive bodies of state corporations, state companies, business entities whose shares in the authorized capital are owned by the Russian Federation" (Sobraniye zakonodatelstva Rossiyskoy Federatsii, 2022, No. 26, art. 4506):
a) point 5 shall be stated in the following wording:
"5. Recommend that public companies and joint-stock companies managed by state corporations, state companies, business entities, shares in the authorized capital of which are owned by the Russian Federation, in accordance with the annex, be guided by the Regulation approved by this resolution.";
b) in the Regulations on the conditions of remuneration of managers, their deputies, chief accountants and members of collegiate executive bodies of state corporations, state companies, business entities, shares in the authorized capital of which are owned by the Russian Federation, approved by the said resolution:
in paragraph 2:
the seventh paragraph shall be stated in the following wording:
"incentive payments" - incentive payments provided for by this Regulation, related to the achievement of target values of key performance indicators and functional key performance indicators;";
add the following paragraph:
"functional key performance indicator" - an individual indicator set for officials of the management staff personally and taking into account the specifics of the areas of activity of organizations supervised by them, characterizing the result of the activities of officials of the management staff of organizations or the implementation of individual significant projects.
Paragraphs two and three of clause 5 shall be stated as follows:
"The amount of the bonus based on the results of work for the year when the annual target values of key performance indicators and functional key performance indicators are met in accordance with the methodological recommendations for the formation and application of key performance indicators for joint-stock companies, whose shares are owned by the Russian Federation, and individual non-profit organizations in for the purposes of determining the amount of remuneration for their management staff, approved by Decree of the Government of the Russian Federation dated December 28, 2020 No. 3579-r, should be at least 30 and not more than 50 percent of the annual maximum possible total personal remuneration, unless otherwise agreed by the working group under the Government Commission on the issues of optimizing and improving the efficiency of budget expenditures.
The bonus based on the results of work for the quarter can be set if the target values of key performance indicators and functional key performance indicators are met in accordance with the methodological recommendations for the formation and application of key performance indicators for joint-stock companies whose shares are owned by the Russian Federation and individual non-profit organizations in for the purpose of determining the amount of remuneration for their management, approved by Decree of the Government of the Russian Federation dated December 28, 2020 No. 3579-r. The total annual maximum amount of bonuses based on the results of work for the quarter cannot exceed 10 percent of the annual maximum possible total personal remuneration,
Paragraph 7 shall be amended as follows:
"7. The federal executive authorities specified in the order of the Government of the Russian Federation of August 30, 2017 No. 1870-r, with the exception of the Federal Agency for State Property Management, or boards of directors (supervisory boards) of state corporations, state companies, or federal bodies executive authorities exercising the rights of a shareholder in relation to other organizations, send proposals to the Ministry of Finance of the Russian Federation on the terms of remuneration and on the amount of the annual maximum possible total personal remuneration of officials of the management staff of organizations, along with information on the financial result of organizations and subsidies received by organizations from the federal budget, in the form approved by the Ministry of Finance of the Russian Federation.
The terms of remuneration and the amount of the annual maximum possible total personal remuneration of officials of the management staff of organizations, formed by the Ministry of Finance of the Russian Federation based on the results of consideration of the proposals specified in paragraph one of this clause, are subject to agreement with the working group under the Government Commission on Optimizing and Improving the Efficiency of Budget Expenses .";
c) a list of state corporations, state companies, business entities, the shares in the authorized capital of which are owned by the Russian Federation, in respect of which the Regulations on the conditions of remuneration of managers, their deputies, chief accountants and members of collegial executive bodies of state corporations, state companies are applied, of economic companies, the shares in the authorized capital of which are owned by the Russian Federation, approved by the said resolution, shall be stated as follows:
