GOVERNMENT OF THE RUSSIAN FEDERATION

RESOLUTION

dated September 29, 2022 No. 1715

MOSCOW

On the introduction of amendments to certain acts of the Government of the Russian Federation and the invalidation of a separate provision of the Decree of the Government of the Russian Federation
dated November 28, 2015 No. 1283

The Government of the Russian Federation decides:

1. Approve the attached changes that are made to the acts of the Government of the Russian Federation.

2. Recognize as invalid the eighth paragraph of subparagraph "b" of paragraph 2 of the changes that are made to the acts of the Government of the Russian Federation, approved by Decree of the Government of the Russian Federation of November 28, 2015 No. 1283 "On the amendment and invalidation of certain acts of the Government of the Russian Federation" ( Collection of Legislation of the Russian Federation, 2015, No. 49, item 6976).

3. This resolution comes into force from the day of its official publication, with the exception of paragraph twenty-fourth subparagraph "b" of paragraph 1 of the changes approved by this resolution, which enters into force on March 1, 2023.

CHANGES that
are introduced into the acts of the Government of the Russian Federation

1. In the Regulations on the Ministry of Transport of the Russian Federation, approved by Decree of the Government of the Russian Federation dated July 30, 2004 No. 395 "On Approval of the Regulations on the Ministry of Transport of the Russian Federation" (Sobraniye Zakonodatelstva Rossiyskoy Federatsii, 2004, No. 32, Art. 3342; 2008, No. 22, item 2576; 2013, No. 26, item 3343; 2015, No. 20, item 2925; No. 49, item 6976; 2016, No. 42, item 5929; 2018, No. 52, item 8275; 2021, No. 49, article 8278):

a) in subparagraph 5.2.4 the words "and registration" shall be replaced by the words "registration and accounting";

b) in subparagraph 5.2.53 8 :

the third paragraph shall be stated in the following wording:

"requirements for the execution and forms of certificates issued to persons from among the specialists of civil aviation personnel specified in paragraph 1 of Article 53 of the Air Code of the Russian Federation;";

after paragraph twenty-seven, add the following paragraph:

"the activities of legal entities engaged in the development and manufacture of aircraft subject to mandatory certification in accordance with subparagraphs 2, 2 1  and 3 of paragraph 1 of Article 8 of the Air Code of the Russian Federation of aviation equipment, with the exception of light, ultralight civil aircraft of a non-standard design that do not carry out commercial air transportation and aviation work, as well as lighting and meteorological equipment installed at certified airfields intended for takeoff, landing, taxiing and parking of civil aircraft;";

paragraph twenty-eighth to recognize as invalid;

the thirtieth paragraph shall be stated in the following wording:

"rules for ground handling of civil aircraft and maintenance of unmanned aerial systems and (or) their elements subject to mandatory certification, civil aircraft, aircraft engines, propellers, with the exception of light, ultralight civil aircraft not engaged in commercial air transportation and aviation work , including, among other things, a list of ground and maintenance work;";
