18. The Federal Agency for Maritime and River Transport shall, within 5 working days from the date of receipt of the documents specified in paragraph 17 of these Rules, verify their completeness, correctness of registration and sufficiency of the information contained therein.

In the absence of comments, the Federal Agency for Maritime and River Transport decides on the transfer of subsidies.

The transfer of the subsidy shall be provided by the Federal Agency for Maritime and River Transport to the settlement account of the Russian organization opened in the institution of the Central Bank of the Russian Federation or a credit institution within 5 working days from the date of adoption of the decision specified in the second paragraph of this paragraph.

19. In case of detection of incompleteness or inconsistency of the submitted documents with the provisions of paragraph 17 of these Rules, the identified non-conformities shall be subject to elimination by the Russian organization that allowed them on the basis of a corresponding notification of the Federal Agency for Maritime and River Transport no later than 10 working days from the date of receipt of such notification.

20. The grounds for refusing to grant a subsidy to a Russian organization shall be:

(a) Failure to eliminate within the prescribed period the comments of the Federal Agency for Maritime and River Transport in accordance with paragraph 19 of these Regulations;

b) establishing the fact of inaccuracy of the submitted documents;

c) failure to submit in the "Electronic Budget" system a report on the achievement of the values of the result of the grant specified in paragraph 23 of these Rules.

21. Heads of Russian organizations shall be personally responsible for the accuracy and validity of the information contained in the documents submitted to the Federal Agency for Maritime and River Transport in accordance with these Rules.

22. The Federal Agency for Maritime and River Transport shall take into account the size and timing of the transfer of subsidies when forming a forecast of cash payments from the federal budget necessary for drawing up a cash plan for the implementation of the federal budget in accordance with the established procedure.

If necessary, in the event of savings, an additional agreement may be concluded to the agreement, providing for a reduction in the amount of the subsidy.

If it is necessary to redistribute savings on a single portal, an additional selection is carried out in the manner specified in paragraph 7 of these Rules.

23. The result of the grant is that at least 80 per cent of the volume of maritime transport of goods as at 31 December of the current financial year has been met:

in the amount of 2.2 million tons (for 2022 - 0.75 million tons of cargo) to the Kaliningrad region;

in the amount of 0.5 million tons (for 2022 - 0.15 million tons of cargo) from the Kaliningrad region.

The values of the results of the subsidy for an individual Russian organization are established in the agreement.

A Russian organization - the recipient of the subsidy monthly, no later than the 15th working day of the month following the reporting month, submits in the "Electronic Budget" system a report on the achievement of the values of the result of the subsidy in the form determined by the standard form of the agreement established by the Ministry of Finance of the Russian Federation.

Monitoring of the achievement of the results of the subsidy is carried out by the Federal Agency for Maritime and River Transport on the basis of achieving the values of the results of the subsidy determined by the agreement and events reflecting the fact of completion of the relevant measure to obtain the result of the subsidy (control point), in the manner and in the forms established by the Ministry of Finance of the Russian Federation.

Unused by the Federal Agency for Maritime and River Transport in the reporting fiscal year, the balance of the limits of budget obligations is subject to return to the federal budget income in accordance with the procedure established by the legislation of the Russian Federation.

24. The Federal Agency for Maritime and River Transport shall verify the winner's compliance with the procedure and conditions for granting a subsidy, including in terms of achieving the results of the subsidy. The State financial control bodies carry out inspections in accordance with Articles 2681 and 2692 of the Budget Code of the Russian Federation.

25. If the Federal Agency for Maritime and River Transport and (or) state financial control bodies establish during inspections the fact of violation of the conditions established when granting a subsidy, the corresponding funds shall be returned by the Russian organization to the federal budget income:

a) on the basis of a request of the Federal Agency for Maritime and River Transport within 30 calendar days from the date of receipt of the said request;

b) on the basis of the submission and (or) order of the state financial control body within the terms established in accordance with the budget legislation of the Russian Federation.
