RESOLUTION

dated June 24, 2022 No. 1136

MOSCOW

On Amendments to the Rules for State Regulation (Revision, Application) of Prices (Tariffs) in the Electricity Industry

The Government of the Russian Federation decides:

1. Approve the attached changes that are being made to the Rules for State Regulation (Revision, Application) of Prices (Tariffs) in the Electricity Industry, approved by Decree of the Government of the Russian Federation of December 29, 2011 No. 1178 "On Pricing in the Field of Regulated Prices (Tariffs) in the Electricity Industry" (Collected Legislation of the Russian Federation, 2012, No. 4, Art. 504; No. 23, Art. 3008; 2014, No. 25, Art. 3311; 2015, No. 10, Art. 1541; No. 37, Art. 5153; 2020, No. 1, article 80).

2. The Federal Antimonopoly Service within 6 months to bring its regulatory legal acts in line with this resolution.

CHANGES
to the Rules for State Regulation (Revision, Application) of Prices (Tariffs) in the Electricity Industry

1. Paragraph 16 shall be stated as follows:

"16. The executive authorities of the constituent entities of the Russian Federation in the field of state regulation of tariffs, until July 15 of the year preceding the next regulation period, publish on their official website on the Internet and submit proposals to the Federal Antimonopoly Service on setting maximum price levels (tariffs) in accordance with The basics of pricing and information on the volumes of consumption of electrical energy (capacity) by the population in the current period of regulation (application for setting prices (tariffs) with supporting materials attached.) Proposals are sent by posting them in the federal state information system "Unified Information and Analytical System" Federal Authority regulation - regional regulatory authorities - subjects of regulation"(hereinafter referred to as the unified information and analytical system).".

2. Supplement with paragraph 23 1 of the following content:

"23 1. Expert opinions of the executive authority of the constituent entity of the Russian Federation in the field of state regulation of tariffs in relation to territorial grid organizations are placed in a single information and analytical system.".

3. In paragraph 30:

a) the first paragraph shall be stated in the following wording:

"30. The executive authority of the constituent entity of the Russian Federation in the field of state regulation of tariffs, within 7 working days from the date of the decision to establish tariffs, brings these decisions, expert opinions, as well as protocols (extracts from protocols) to organizations engaged in regulated activities.";

b) after the first paragraph, add the following paragraphs:

"Copies of these decisions, expert opinions and protocols (extracts from the protocols) within 7 working days from the date of the decision to set tariffs are also sent to the Federal Antimonopoly Service in electronic form by posting in a single information and analytical system.
